June 20, 2025 – Alexandria, VA – The Adhesive and Sealant Council (ASC) has engaged Smart EPD to update the industries Product Category Rules (PCRs), which are used to define standardized methodology for developing transparent and accurate Life Cycle Assessments (LCA) across product categories. The PCR is the framework used for the development of an industry specific North American Environmental Product Declaration (EPD) for adhesives and sealants used in building and construction.
The PCR is the framework used for the development of an industry specific North American Environmental Product Declaration (EPD) for adhesives and sealants used in building and construction.
ASC and Smart EPD are inviting stakeholders from the industry, academia and government agencies to apply to participate on the committee to help develop an updated version of the North American Product Category Rules (PCR) for the following category:
[Adhesives and] Sealants for Construction
This PCR will encompass single- or multi-component building sealants based on binding agents such as silicone, silane-modified polymers, acrylic, polyurethane, butyl and other polymetric types. These are formulated as injectable or pourable mixtures for use in building envelopes, building interiors and building site-related construction.
This PCR will also align with the EPA PCR Final Criteria and ACLCA PCR Open Standard.
There are several key issues that will be considered during this update process, including, but not limited to:
- Product Category Definition and Scope
- Standards and Classifications by Chemical Composition and Application
- Multi-product EPDs
- Scenario Development for Additional Life Cycle Stages
- Modeling and Allocation Rules
- Declared Technical Parameters
- Data Quality and Sources
The application to join the committee closes July 10, 2025. You can access the form online at HERE.
We are excited about engaging the industry to update this PCR and are looking for a variety of companies and agencies to provide guidance and expertise.

ABOUT SMART EPD
Smart EPD is a type III Environmental Product Declaration (EPD) Program Operator focused on developing and leveraging digital tools to create, certify, and exchange product environmental impact data at scale. At their core, EPDs are documents that contain information about a product’s environmental impact across its value or supply chain. Buy Clean policies are increasingly relying on EPDs to disclose the embodied carbon of products, and the manufacturing community needs fast and reliable ways to publish and share its EPD data. Current EPD certification involves inefficient manual workflows and EPDs are published as static pdfs, which are then machine-read by procurement tools to digitally convert information into a usable format. Not only is this a burden for manufacturers, but it also creates a huge liability when data is read incorrectly (or not at all), and low EPD accuracy affects trust from the architecture, construction, engineering, and design communities.
